This PR fixes #526.
This PR does NOT update which python versions MALA supports. This is just cementing python 3.10.0 as the minimum version (since 3.8 is no longer supported) and 3.10.12 as the maximum tested version (because that is what I use personally).
This should be enough to get a consistent release on the way. RIGHT AFTER we should work on updating MALA to a more recent python version.

OK, let's go from 3.10.0 to 3.10.4 because 3.10.0 is apparently not supported for Ubuntu 22.04 in the image we use
